Infrastructure – Haridwar accelerates major upgrades ahead of Kumbh Mela 2027

Infrastructure – The Uttarakhand government has stepped up its preparations for the upcoming Kumbh Mela 2027 in Haridwar, with Chief Minister Pushkar Singh Dhami setting a firm deadline to complete all permanent infrastructure projects by October 2026. The focus is on ensuring that the city is fully equipped to handle the massive influx of pilgrims expected during the religious gathering.

Focus on infrastructure and pilgrim facilities

Authorities are prioritising large-scale infrastructure upgrades, improved public amenities, and enhanced safety systems. Plans include expanding facilities for visitors and deploying modern surveillance technologies to manage crowds effectively and maintain security during the event.

Work on key projects is being accelerated at the ground level. Among the major developments approved are a new Command and Control Centre building, referred to as CCR-2, and the construction of two bridges over the Sukhi River and the Mayapur escape channel.

Chief Minister reviews progress and sets directives

During a recent visit to Haridwar, the Chief Minister reviewed ongoing preparations and instructed officials to ensure seamless arrangements for pilgrims. He emphasised the importance of accessibility, safety, and efficient crowd management, while also calling for faster execution of infrastructure projects.

Following these directions, the government has cleared proposals for the CCR-2 facility and both bridge projects, allowing construction work to begin without delay.

New Command Centre to strengthen event management

A budget of ₹50.27 crore has been sanctioned for the construction of the CCR-2 building, with ₹20.11 crore already released as the first instalment. This facility will play a central role in managing not only the Kumbh Mela but also other large gatherings such as major bathing festivals and the annual Kanwar Yatra.

The new centre will be built near the existing control building and equipped with advanced technology for monitoring and coordination. A helipad is also planned on the rooftop to support emergency operations, including rescue and evacuation during high-density events. The current control centre, established in 2004, is no longer sufficient to meet present-day requirements, prompting the need for an upgraded system.

Bridge over Sukhi River to improve safety

To address long-standing safety concerns, the government has approved a new 44.80-meter double-lane bridge over the Sukhi River. This structure will replace the existing causeway that often becomes hazardous during the monsoon season due to waterlogging and strong currents.

The new bridge will offer a safer and more reliable route for both vehicles and pedestrians. It will also include footpaths and connecting roads on either side. The project has been approved at a cost of ₹13.21 crore, with ₹5.28 crore released initially.

Mayapur bridge to ease traffic and crowd movement

Another significant project involves the construction of a 60-meter bow-string steel girder bridge over the Mayapur escape channel. This bridge will link the developing parking area in Dakshdweep directly to Bairagi Camp, creating a dedicated route for pilgrims during peak events.

The new connectivity is expected to significantly reduce congestion and improve crowd flow during the Kumbh Mela. The project has been sanctioned at ₹12.46 crore, with ₹4.98 crore released in the first phase.

Authorities stress timely execution and quality control

Officials overseeing the preparations have highlighted the importance of completing all projects within the stipulated timeframe while maintaining high construction standards. Agencies involved in execution have been directed to begin work immediately and ensure strict adherence to safety norms.

Regular monitoring, quality checks, and technical evaluations, including load testing of bridges, will be conducted to ensure that all infrastructure is fully operational and safe for public use well before the event.

The government views these developments as essential to delivering a well-organised and secure Kumbh Mela, with a strong emphasis on improving the overall experience for millions of visitors expected to gather in Haridwar.
