Infrastructure –  The renovation of the official residence of former Delhi Chief Minister Arvind Kejriwal has come under scrutiny after an audit report revealed a significant increase in project costs and several procedural lapses.

Audit Reveals Sharp Rise in Project Cost

According to a report presented in the Delhi Assembly, the refurbishment of the residence located at 6 Flagstaff Road was completed at a total cost of Rs 33.66 crore. This figure represents a 342 percent increase over the initially estimated budget, raising questions about financial oversight and project management.

The report was tabled by Chief Minister Rekha Gupta as part of the Comptroller and Auditor General’s findings for the year 2022. It provides a detailed breakdown of expenses and highlights areas where financial controls appear to have been inadequate.

Significant Spending on High-End Features

A substantial portion of the total expenditure—approximately Rs 18.88 crore—was allocated to items described as superior quality, artistic, antique, and ornamental. The report indicates that these specifications contributed significantly to the escalation in overall costs.

Such spending has drawn attention due to its scale and the nature of the items procured, prompting discussions about whether these expenditures were justified within the scope of a government residential project.

Political Reactions and Earlier Allegations

The property had previously become a subject of political debate. During the Delhi Assembly elections in February 2024, opposition leaders had criticized the scale of renovation and referred to the bungalow using a term intended to emphasize alleged extravagance.

While the audit report itself focuses on financial and procedural aspects, the findings have renewed public and political interest in the project.

Procedural Irregularities Highlighted

Beyond the cost escalation, the audit report points to several irregularities in the approval process. It notes that administrative approval and financial sanction amounting to Rs 9.34 crore were granted more than two months after the completion of certain works. This delay effectively created financial liabilities without prior authorization, which is considered a deviation from standard procedures.

Additionally, the Public Works Department was found to have made changes to the project scope during execution. These included modifications to the camp office and staff block, as well as the provision of additional accommodation, without following the prescribed approval mechanisms.

Diversion of Sanctioned Funds

The report also raises concerns about the utilization of funds allocated for specific purposes. Out of the Rs 19.87 crore sanctioned for constructing the staff block and camp office, a portion was reportedly diverted to other works. This reallocation of funds without clear approval has been flagged as a significant issue in the audit findings.

Such practices can complicate financial tracking and accountability, especially in large-scale government projects.

Expansion of Built-Up Area and Scope Changes

During the course of construction, the built-up area of the residence was increased from 1,397 square meters to 1,905 square meters, marking a 36 percent expansion. The audit notes that this change was accompanied by alterations in the specifications initially approved for the project.

These modifications contributed further to the rising costs and indicate a departure from the original project plan.

Broader Implications for Public Accountability

The findings outlined in the audit report underscore the importance of maintaining transparency and adherence to established procedures in public expenditure. Cost overruns, delayed approvals, and changes in project scope without proper authorization can undermine trust in governance and raise concerns about fiscal discipline.

As the report continues to be examined, it is expected to remain a key point of discussion in both administrative and political circles.
