Governance – Delhi Jal Board Receives New Leadership Through Fresh Nominations
Governance – The Delhi administration has moved to strengthen the functioning of the Delhi Jal Board (DJB) by filling key positions that had remained unoccupied for an extended period. Lieutenant-Governor Taranjit Singh Sandhu has approved the appointment of senior political leader Satish Upadhyay as the Vice-Chairman of the board. In addition, legislators Manoj Kumar Shokeen and Ajay Kumar Mahawar, along with Rajesh Kumar Goel representing the Delhi Cantonment Board, have been inducted as members.

Approval Granted Under Existing Legal Provisions
The appointments were cleared after a proposal was submitted by the Urban Development Department of the Government of the National Capital Territory of Delhi. The nominations have been made in accordance with the provisions laid down in the Delhi Water Board Act, 1998. The decision follows the framework specified under various sections of the legislation governing the constitution and functioning of the board.
Officials stated that the legal provisions authorize the nomination of a Vice-Chairman as well as members from the Delhi Legislative Assembly and other designated institutions. The latest appointments have been processed under these statutory guidelines to ensure compliance with the governing law.
Representation From Legislative Assembly
Under the relevant provisions of the Act, the position of Vice-Chairman is filled through the nomination of a member of the Legislative Assembly. Satish Upadhyay has now been selected for the role, adding experienced political representation to the board’s leadership structure.
The law also permits the inclusion of members from the Legislative Assembly. As part of the latest exercise, MLAs Manoj Kumar Shokeen and Ajay Kumar Mahawar have been nominated to serve on the board. Their inclusion is expected to strengthen coordination between the water utility body and elected representatives.
Delhi Cantonment Board Member Included
Apart from legislative representatives, the board has also received representation from the Delhi Cantonment Board. Rajesh Kumar Goel has been appointed as a member, ensuring broader institutional participation in discussions related to water supply, infrastructure planning, and public service delivery.
The inclusion of members from different public bodies is intended to support more comprehensive decision-making on matters concerning water management and distribution across the national capital.
Two-Year Term for Appointees
According to the approved proposal, all newly nominated office-bearers will serve for a period of two years. Their tenure will officially begin from the date they assume charge of their respective positions.
The fixed tenure is expected to provide continuity in the board’s operations while allowing sufficient time for members to contribute to policy decisions and administrative initiatives concerning Delhi’s water sector.
Vacant Positions Filled After Extended Gap
The appointments come after the positions of Vice-Chairman and several board members remained vacant following the formation of the current Delhi Legislative Assembly in February of last year. The absence of nominations had left important roles within the Delhi Jal Board unfilled for several months.
With the latest approvals now in place, the board is expected to function with a more complete leadership structure, enabling it to address operational responsibilities and long-term planning requirements more effectively.
