Crime – Delhi Records Slight Decline in Crimes Against Vulnerable Groups

Crime – The national capital has reported a modest reduction in crimes targeting women, children, and elderly citizens in 2025, according to official data presented in Parliament. The figures suggest a steady but limited improvement compared to the previous two years.

Yearly Comparison Shows Gradual Improvement

Data shared in the Rajya Sabha indicates that 12,458 cases of crimes against women were registered in 2025. This marks a decline from 13,195 cases in 2024 and 13,208 cases in 2023. A similar trend was observed in crimes involving children, with 7,413 cases recorded in 2025, down from 7,636 in 2024 and 7,769 in 2023.

Cases involving elderly victims also followed this downward pattern. Authorities recorded 1,227 such cases in 2025, compared to 1,267 in 2024 and 1,361 in 2023. While the drop is not sharp, it reflects a consistent decrease over the three-year period.

Police Vacancies Remain a Concern

Despite the improvement in crime statistics, staffing shortages within the Delhi Police remain significant. The force currently has 14,140 vacant positions out of its sanctioned strength. A large majority of these vacancies—13,958—are at the constable to inspector level.

At higher ranks, 152 positions at the Assistant Commissioner of Police level are unfilled, along with 30 vacancies at the level of Additional Deputy Commissioner of Police and above.

The sanctioned strength stands at 96,817 personnel for constable to inspector ranks, 346 at the ACP level, and 168 for senior leadership positions. These gaps highlight ongoing challenges in manpower management within the police force.

Infrastructure and Support Systems in Place

Officials have stated that police stations across Delhi are equipped with sufficient staff and resources to handle law enforcement responsibilities. Women’s help desks have been set up in all stations, aimed at improving accessibility and support for female complainants.

Additionally, cyber police stations are now operational in all 15 police districts of the city. These specialized units are intended to address the growing number of technology-related offences and provide quicker response mechanisms.

Measures to Strengthen Law and Order

Authorities have implemented several strategies to enhance public safety and reduce crime rates. One of the key approaches involves identifying areas with higher crime risks and increasing police presence in those locations. This includes the deployment of pickets, foot patrols, PCR vans, and emergency response vehicles to improve visibility and deter unlawful activities.

Law enforcement agencies are also focusing on tracking and monitoring repeat offenders. Active criminals are identified through surveillance systems, followed by targeted action to prevent further offences.

Another important step has been the coordination between different units of the police force. Joint patrolling by local police, traffic personnel, and PCR teams aims to ensure better coverage and quicker response times.

Community engagement programmes have also been introduced to strengthen trust between citizens and the police. These initiatives encourage public participation in maintaining safety and reporting suspicious activities.

Balanced Outlook on Safety Trends

While the decline in reported cases offers some reassurance, experts note that continuous efforts are required to sustain and accelerate this trend. Addressing staff shortages, improving investigative efficiency, and strengthening community policing will remain crucial in the coming years.

The latest data provides a mixed picture—progress in reducing crime numbers alongside ongoing structural challenges within the policing system.
