Agriculture – Chouhan Criticises UPA Over MSP Policy Debate in Parliament

Agriculture – Union Agriculture Minister Shivraj Singh Chouhan on Wednesday addressed the ongoing debate over a legal guarantee for Minimum Support Price (MSP), responding to Opposition demands by pointing to past decisions taken during the previous Congress-led government.

Debate Over MSP Assurance Intensifies

Speaking in the Lok Sabha during discussions on the Agriculture Ministry’s budgetary allocations, Chouhan countered criticism from Opposition members who have been pressing the government to ensure a legal framework for MSP. He said that while the demand is being raised today, earlier opportunities to implement such measures were not utilised.

Chouhan specifically referred to the recommendations of the Swaminathan Commission, which had proposed fixing MSP at least 50 percent above the average cost of production. According to him, these recommendations were not adopted when the United Progressive Alliance (UPA) was in power.

Reference to Swaminathan Commission Recommendations

The minister questioned Congress members on their current stance, arguing that the same formula they are advocating now was set aside during their tenure. He cited official records to support his claim that the UPA government did not accept the commission’s key suggestion on MSP calculation.

Chouhan said that the current government remains committed to safeguarding farmers’ interests and ensuring that they receive fair prices for their produce. He emphasized that policy decisions are being guided by the objective of strengthening agricultural incomes.

Government’s Position on Farmer Welfare

Highlighting the government’s approach, Chouhan noted that several initiatives have been introduced to support farmers, including procurement mechanisms and financial assistance schemes. He maintained that these measures aim to provide stability and predictability in agricultural earnings.

The minister also underlined that MSP procurement has continued across various crops, benefiting a large number of farmers across the country. He said that the government’s efforts are focused on improving both production and market access.

Opposition Continues to Press for Legal Guarantee

Opposition leaders, however, have consistently argued that without a statutory guarantee, MSP remains uncertain for many farmers. They have called for concrete steps to ensure that farmers receive assured returns for their crops, especially in the face of fluctuating market prices.

The demand for MSP assurance has been a key issue in recent years, particularly following widespread farmer protests that brought national attention to agricultural pricing policies.

The exchange in Parliament reflects a broader political and policy debate over how best to support India’s farming community. While the government highlights existing measures and procurement systems, critics continue to push for stronger legal backing to protect farmers’ incomes.
