EnergyCooperation – Prime Minister Narendra Modi on Thursday met Venezuelan Vice President Delcy Rodriguez in New Delhi, with both sides focusing on ways to strengthen cooperation across key sectors including energy, trade, and investment. The discussions reflected growing interest from both countries in expanding economic engagement at a time when global energy markets remain under pressure from geopolitical developments.
Focus on Energy Security
Energy cooperation emerged as a major topic during the high-level meeting. India has been actively seeking to diversify its crude oil procurement sources amid uncertainties affecting global supply chains. In recent weeks, Indian oil companies have increased purchases of Venezuelan crude as part of efforts to ensure stable energy supplies for the country’s growing demand.
The talks highlighted opportunities for deeper collaboration in the energy sector, which has historically played a significant role in relations between the two nations. Officials from both countries explored possibilities for enhancing long-term cooperation that could benefit their respective economies.
High-Level Venezuelan Delegation in India
Vice President Rodriguez arrived in the Indian capital on Wednesday leading a senior delegation comprising several key government officials. The delegation includes ministers responsible for foreign affairs, economy and finance, science and technology, communication and information, as well as transportation.
The visit is being viewed as an important step toward expanding diplomatic and economic engagement between New Delhi and Caracas. Meetings held during the visit are expected to cover a broad range of sectors beyond energy, including investment opportunities and technological cooperation.

India’s Ministry of External Affairs welcomed the visit, emphasizing the importance of strengthening ties with Venezuela. Ministry spokesperson Randhir Jaiswal stated that the high-level engagement is expected to contribute positively to bilateral relations and create new avenues for cooperation.

Changing Global Energy Landscape
India was previously one of the largest buyers and processors of Venezuelan heavy crude oil. At its peak, imports from Venezuela exceeded 400,000 barrels per day, making the South American nation an important supplier for Indian refiners.
However, trade in crude oil between the two countries came to a standstill in 2020 following extensive sanctions imposed by the United States, which created significant compliance challenges for international buyers and financial institutions.
Oil Imports Resume
Following recent political developments in Venezuela and changes in international restrictions, India has resumed importing crude oil from the country. Indian refiners have gradually increased procurement levels as they adapt to evolving market conditions and shifting global supply patterns.
The renewed flow of Venezuelan crude is expected to support India’s strategy of maintaining a diverse energy portfolio while reducing dependence on any single source of supply. Analysts believe the revival of oil trade could further strengthen economic ties between the two nations and contribute to greater stability in energy cooperation moving forward.
