CBDC – Andhra Pradesh Plans Digital Rupee Pilot for Ration Distribution
CBDC – The Andhra Pradesh government is preparing to launch a pilot programme using Central Bank Digital Currency for ration distribution in Vijayawada and Visakhapatnam later this year. The proposed initiative is aimed at improving transparency, strengthening accountability and ensuring that benefits under the Public Distribution System reach eligible families more efficiently.

Gujarat Visit Focuses on Existing Digital Rupee Model
Civil Supplies Minister Nadendla Manohar and Civil Supplies Commissioner D Kannababu recently visited Gandhinagar and Ahmedabad in Gujarat to examine the ongoing use of the digital rupee in welfare-related distribution systems. The visit concluded on Friday after officials reviewed the technology and operational methods being used in the state.
During the visit, the Andhra Pradesh delegation met senior officials from Gujarat’s Civil Supplies Department. The discussions focused on the technical structure of the CBDC platform, practical issues faced during implementation and the response of beneficiaries who have used the system.
Pilot Planned in Vijayawada and Visakhapatnam
The state government is considering Vijayawada and Visakhapatnam as the first locations for the pilot. These cities are expected to help authorities assess how the system works in different urban settings before any decision is taken on a wider rollout across Andhra Pradesh.
Under the proposed model, eligible ration card holders could receive purpose-specific digital currency tokens instead of relying only on conventional payment or subsidy mechanisms. The tokens would be intended for purchasing essential commodities through the Public Distribution System.
Officials believe the pilot will offer useful insights into transaction tracking, beneficiary access and the ability of fair-price shops to handle digital payments. The programme could also help identify gaps in internet connectivity, merchant readiness and user awareness before the system is expanded.
Digital Tokens May Offer Greater Flexibility
Minister Manohar said the adoption of advanced financial technology could improve the delivery of ration benefits while helping the government use public funds more effectively. According to him, the e-rupee system would allow ration card holders to buy essential items based on their household needs and in quantities they require.
The proposed CBDC tokens would be designed for a specific welfare purpose, meaning they could be used only for approved purchases. This could make it easier for authorities to monitor the movement of subsidies and reduce the possibility of funds being diverted for unrelated expenses.
Transparency and Accountability Remain Key Goals
The government expects the digital rupee pilot to improve visibility across the supply and distribution chain. By recording transactions digitally, officials may be able to track how benefits are issued and used, while also reducing paperwork and manual verification at different stages.
The initiative is part of a broader effort to modernise welfare delivery through technology. However, the success of the pilot will depend on reliable digital infrastructure, clear communication with beneficiaries and the ability of ration shops to adopt the new system without disrupting regular services.
The findings from Vijayawada and Visakhapatnam are likely to guide the government’s next steps. If the pilot produces positive results, Andhra Pradesh may consider extending the CBDC-based welfare distribution model to other districts in the future.
