Employment – MCD Reviews Regularisation Plan for Compassionate Contract Staff

Employment – The Municipal Corporation of Delhi (MCD) has begun examining the possibility of regularising employees who were appointed on contractual terms under compassionate grounds. The issue was discussed during a review meeting chaired by Standing Committee Chairperson Satya Sharma, who held detailed consultations with additional commissioners and senior officials representing different departments of the civic body.

The meeting focused on assessing the current status of contractual employees who were given jobs after the death of a family member employed with the corporation. Officials discussed ways to create a clearer framework for their employment status while ensuring that administrative procedures remain consistent across departments.

Vacancies Increasing Due to Regular Retirements

During the discussion, Sharma highlighted that the civic body experiences a steady outflow of staff every month as a result of retirements. These retirements create a growing number of vacant positions across various departments within the corporation.

She pointed out that while vacancies continue to increase, recruitment of new staff often takes longer than expected. The delay in filling these posts can affect day-to-day operations, as departments struggle to manage workloads with fewer employees.

Officials acknowledged that this gap between retiring staff and new recruitment can place additional pressure on existing teams. Addressing this issue, Sharma noted that improving the employment structure for certain categories of workers could help maintain continuity in municipal services.

Discussion on Regularisation Policy

One of the main topics discussed in the meeting was the possibility of developing a structured policy to regularise employees working on compassionate grounds. These employees were initially appointed on contract to provide financial support to families of deceased staff members.

According to officials present at the meeting, Sharma suggested that a standardised policy should be considered for all departments of the Municipal Corporation of Delhi. Such a framework, she said, could help bring uniformity to the process and ensure that employees across departments are treated under the same guidelines.

She referred to the system followed in the DEMS Department as a possible model. By adopting a similar approach across the organisation, the corporation could establish clearer procedures while maintaining transparency in employment matters.

Ensuring Transparency and Equal Treatment

Sharma stressed the importance of fairness in administrative decisions involving employees who have joined under compassionate circumstances. She stated that any policy developed by the civic body should ensure that workers in similar positions receive equal consideration regardless of the department they belong to.

Officials also discussed the need for transparent criteria so that decisions regarding regularisation can be taken in a systematic and accountable manner. A clear framework, they noted, could help reduce confusion among employees and improve administrative efficiency.

The Standing Committee chairperson emphasised that creating a uniform policy would also help the corporation maintain consistency in human resource management across its different departments.

Departments Asked to Submit Detailed Employee Data

As part of the next step in the process, Sharma directed all additional commissioners and departmental heads to compile a comprehensive list of employees who are currently working on contractual appointments under compassionate grounds.

The list is expected to include detailed information about each employee, including their department, appointment details, and other relevant service records. Officials said this information will help the corporation better understand the scale of contractual employment within the organisation.

Once the data is collected, it will be reviewed by senior officials to evaluate possible administrative measures regarding regularisation. The process is likely to involve further discussions before any final policy decisions are made.

Administrative Review Expected to Continue

The meeting marked the beginning of a broader internal review within the Municipal Corporation of Delhi regarding workforce management and staffing needs. By assessing the current situation and collecting department-wise data, the civic body aims to build a clearer picture of its human resource requirements.

Officials indicated that additional consultations may take place in the coming weeks as the corporation studies the available data and considers possible policy options.
