Hydrogen – UP and Yamanashi Sign Landmark Green Energy Pact
Hydrogen – The Uttar Pradesh government has formalized a significant agreement with Japan’s Yamanashi Prefecture to advance cooperation in green hydrogen technology, opening the door for technical training opportunities for Indian students in Japan. The pact was signed during Chief Minister Yogi Adityanath’s official visit to the country.

Agreement Focuses on Green Hydrogen Development
The Memorandum of Understanding centers on joint efforts in green hydrogen research, skill development, and industrial application. Under the arrangement, students from higher technical institutions in Uttar Pradesh will receive advanced training in Japan, gaining exposure to cutting-edge hydrogen technologies.
The state government plans to integrate green hydrogen solutions into key sectors including industry, public transportation, and energy generation. Officials believe this collaboration will accelerate the adoption of cleaner fuels while supporting India’s long-term sustainability goals.
Chief Minister Yogi Adityanath described the agreement as an important step in strengthening ties between India and Japan, particularly in emerging technologies that are expected to shape the global energy landscape in the coming decades.
Investment Roadshow Highlights State’s Growth Vision
The agreement was announced during an investment roadshow organized in Yamanashi Prefecture. Addressing global business leaders and policymakers, the Chief Minister outlined Uttar Pradesh’s evolving development strategy and highlighted the state’s investment potential.
He said the state has moved from a reactive administrative system to a proactive governance model focused on policy reforms, industrial facilitation, and global engagement. According to him, this shift has contributed to accelerated economic growth and improved investor confidence.
During meetings held in Tokyo, the Uttar Pradesh delegation participated in both government-to-government and government-to-business discussions. These engagements were facilitated in coordination with the Indian Embassy and involved leading Japanese corporate groups exploring opportunities in India.
Boost to India’s Net-Zero Ambitions
The green hydrogen collaboration is expected to support India’s broader climate objectives, including the net-zero target announced by Prime Minister Narendra Modi. By building technical capacity and enabling technology transfer, the initiative aims to promote cleaner industrial processes and reduce carbon emissions.
The Chief Minister also noted that robotics and advanced manufacturing technologies will play a central role in future industrial development. The state budget includes provisions for establishing a Centre of Excellence for Robotics, reflecting a push toward innovation-driven growth.
Officials believe partnerships like the one with Yamanashi will help Uttar Pradesh access global expertise while strengthening India’s position in sustainable energy production.
Expanding Bilateral Engagement
The cooperation between Uttar Pradesh and Yamanashi has evolved through a series of exchanges over the past year. The Governor of Yamanashi Prefecture visited Uttar Pradesh in December 2024, initiating sustained dialogue and follow-up meetings between the two administrations.
On the current visit, the Uttar Pradesh delegation traveled to Yamanashi at the Governor’s invitation, where discussions progressed into formal agreements. The Chief Minister thanked the Yamanashi administration for actively supporting investment dialogue and facilitating direct industry interactions.
He also acknowledged the participation of Japanese officials, industry representatives, and members of the Indian community in the event. Among those present were Lieutenant Governor Junichi Ishidera, Uttar Pradesh Finance Minister Suresh Kumar Khanna, Industrial Development Minister Nand Gopal Gupta, and India’s Ambassador to Japan Nagma Malik.
Uttar Pradesh Emphasizes Economic Transformation
Highlighting the state’s economic progress, the Chief Minister said Uttar Pradesh, home to nearly 250 million people, has recorded substantial growth over the past nine years. He noted that per capita income and overall economic output have significantly expanded during this period, placing the state among India’s fastest-growing economies.
He emphasized that Uttar Pradesh’s abundant agricultural land, water resources, workforce, and cultural heritage provide a strong foundation for development. The government, he added, is actively pursuing policies to attract global investment, adopt new technologies, and build long-term international partnerships.
Officials view the green hydrogen agreement as a practical example of how international collaboration can translate into skill development, technology sharing, and sustainable industrial growth. As discussions between the two sides continue, both governments have expressed confidence that the partnership will deepen economic ties and contribute to energy self-reliance in the years ahead.
