The Haryana cabinet has put on hold a proposal to waive ₹16.49 lakh in penal rent charged to former Chief Minister Bhupinder Singh Hooda. The amount accumulated during a period when Hooda continued to occupy a government residence in Chandigarh beyond his officially entitled tenure. Officials have not clarified when the issue will be revisited, but the delay indicates that the government is taking a cautious approach.

Residence Use and Eligibility Dispute

Hooda has been staying at House No. 70 in Sector 7, Chandigarh, since 2019, when he assumed the role of Leader of Opposition. However, after the 2024 Haryana Assembly elections, there was a delay in appointing him as the Congress Legislative Party (CLP) leader. During this interim period—from October 2024 to September 2025—he continued to occupy the same residence without holding a position that entitled him to that category of housing.

Technically, during that time, he was eligible only for accommodation designated for MLAs. This mismatch between entitlement and occupancy led to the accumulation of penal rent.

Political Importance of the Residence

The Chandigarh residence has held significance beyond its administrative function. Over the years, it has served as a central point for Hooda’s political activities and meetings. The property has also symbolized his continued influence within the Congress party and opposition politics in Haryana.

The importance of the residence became more evident when Haryana Industries Minister Vipul Goel reportedly expressed interest in the same bungalow. However, since Hooda did not vacate the premises, Goel was allotted a different residence.

Historical Context of Allocation

The bungalow was originally allotted to Hooda in February 2015 in his capacity as a former Chief Minister. At the time, he organized a large gathering at the residence, which was widely seen as a display of his political standing.

Later, under the leadership of then Chief Minister Manohar Lal Khattar, the cabinet minister status granted to former Chief Ministers was withdrawn. This change required Hooda to vacate the residence. However, subsequent political developments led to his continued stay under different roles.

Government and Political Reactions

After the cabinet meeting, Chief Minister Nayab Singh Saini acknowledged that Hooda had formally requested a waiver of the penal rent. While confirming that the matter was discussed, Saini did not provide specific reasons for deferring the decision, stating only that the cabinet has the authority to postpone agenda items.

Hooda, on his part, has played down the issue. He described it as minor and explained that he had sought an extension to remain in the house during the period when the Leader of Opposition post was vacant.

Allegations and Broader Political Context

The issue has also sparked political reactions. Aam Aadmi Party leader Anurag Dhanda alleged that any attempt to waive the penal rent would amount to political favoritism by the ruling BJP government. Such claims have added a layer of political tension to what might otherwise have been an administrative matter.

Separately, recent political developments in Haryana have also drawn attention. In a closely watched contest, Congress candidate Karamvir Singh Boudh secured a win despite cross-voting by several party MLAs in favor of an Independent candidate backed by the BJP. The Congress has accused the ruling party of influencing votes, further intensifying the political climate in the state.

With the cabinet choosing to defer its decision, the issue remains unresolved for now. The outcome will likely carry both administrative and political implications, especially given the ongoing tensions between major parties in Haryana.
