Naxalism – Senior Maoist Leader Papa Rao Surrenders With 17 Cadres
Naxalism – Chhattisgarh Chief Minister Vishnu Deo Sai on Wednesday confirmed that senior Maoist figure Papa Rao has surrendered, describing the development as a positive step in the broader mission to eliminate Naxalism. The Chief Minister noted that the Union government, under the leadership of Prime Minister Narendra Modi and Home Minister Amit Shah, is working with a clear objective to bring an end to Left Wing Extremism across the country within a defined timeframe.

Speaking to reporters, Sai stated that the surrender represents progress toward restoring peace in affected regions. He added that such developments strengthen confidence in ongoing security and rehabilitation initiatives aimed at encouraging insurgents to return to mainstream society.
Government Push to End Extremism Gains Momentum
According to officials, the surrender of Papa Rao, who was associated with the Dandakaranya Special Zonal Committee, is considered a significant breakthrough. Authorities have been intensifying operations in the Bastar region, long regarded as a stronghold of Maoist activity.
Inspector General of Bastar Range, P. Sundarraj, said that the surrender involved a group of 18 Maoist members, including key figures such as divisional committee members Prakash Madvi and Anil Tatti. He emphasized that the group voluntarily approached the administration, expressing a desire to abandon violence and reintegrate into society.
Officials also confirmed that the cadres are expected to hand over weapons, including automatic rifles, as part of the surrender process. This move is being seen as a critical step toward reducing armed insurgency in the region.
Rehabilitation Process to Follow
Authorities highlighted that rehabilitation measures will be implemented for all surrendered individuals. The process is expected to include support for education, employment, and social reintegration, ensuring a smooth transition into civilian life.
Out of the 18 individuals who surrendered, seven are women. Officials noted that special attention would be given to their rehabilitation needs, with structured programs designed to help them rebuild their lives away from conflict zones.
Security agencies believe that such surrenders reflect growing trust in government initiatives and increasing fatigue among insurgent ranks.
Bastar Witnessing Gradual Change
The Bastar region has witnessed several similar developments in recent months, with multiple cadres laying down arms. Authorities attribute this shift to a combination of security operations, improved infrastructure, and welfare schemes reaching remote areas.
Officials say that consistent engagement with local communities has also played a crucial role in weakening extremist influence. The administration has been focusing on development projects alongside security measures to address long-standing grievances.
Chhattisgarh Hosts National Tribal Games
In a separate development, Chief Minister Sai also mentioned that Chhattisgarh is hosting the Khelo India National Tribal Games for the first time. He described it as a moment of pride for the state, highlighting its cultural and sporting significance.
The event aims to promote sports among tribal youth and provide a national platform for talent from remote regions. The government sees such initiatives as part of a broader effort to integrate tribal communities into mainstream development.
A Step Toward Long-Term Stability
Security experts believe that the surrender of senior leaders like Papa Rao could have a ripple effect, encouraging more cadres to give up armed struggle. While challenges remain, officials maintain that sustained efforts are gradually changing the ground situation.
The government continues to balance enforcement with outreach, focusing on both security and development to achieve lasting peace in affected areas.
