Governor – Himachal Pradesh Gets New Constitutional Head After National-Level Appointment Changes
Governor – Political developments in Himachal Pradesh have intensified after Kavinder Gupta was appointed as the state’s new Governor, replacing Shiv Pratap Shukla, as part of a broader reshuffle of governors across India announced by the President.

The appointment has drawn responses from state leaders, including Himachal Pradesh minister Chander Kumar, who said he currently has limited information about the incoming Governor. Gupta previously served as the Lieutenant Governor of Ladakh and will assume his new role once he formally takes charge in Himachal Pradesh.
Minister Says Familiarity With Incoming Governor Is Limited
Speaking about the development on Friday, Chander Kumar said he does not yet know much about Kavinder Gupta and therefore prefers not to make detailed remarks about the new appointment. He noted that decisions regarding gubernatorial appointments are taken by the central government.
According to Kumar, the position of Governor is a constitutional office and public comments about it should remain measured. He said that since the Bharatiya Janata Party holds power at the Centre, the party ultimately decides who is appointed to the post.
While addressing the media, Kumar also reflected briefly on the functioning of the outgoing Governor, Shiv Pratap Shukla. He described Shukla’s tenure as largely positive but acknowledged that there had been occasional issues related to coordination between the Governor’s office and the state government on certain legislative matters.
Previous Governor Moves to Telangana
The change in Himachal Pradesh’s top constitutional post comes as part of a nationwide reshuffle involving several Governors and Lieutenant Governors.
An official statement issued by the Rashtrapati Bhavan confirmed that President Droupadi Murmu approved the new appointments on Thursday. Under the new arrangement, Shiv Pratap Shukla has been appointed as the Governor of Telangana.
At the same time, Kavinder Gupta stepped down from his role as Lieutenant Governor of Ladakh before being assigned the gubernatorial responsibilities in Himachal Pradesh.
Such administrative changes typically occur periodically and are part of routine constitutional appointments made by the President on the advice of the central government.
Concerns Raised Over Pending Relief Funds
During his remarks, Chander Kumar also raised concerns about financial assistance that the state government says it has not yet received from the Centre.
He referred to relief funds announced by Prime Minister Narendra Modi during a previous visit to Himachal Pradesh following a natural disaster in the state. According to the minister, the Prime Minister had declared financial assistance of Rs 1,500 crore for disaster relief.
Kumar said the state administration expected the funds to arrive soon after the announcement but claimed that the amount has not yet been received.
He added that the state government has been seeking clarity on the matter through official channels.
Meetings With Central Leaders Mentioned
The minister also pointed out that Himachal Pradesh Chief Minister had met the Union Finance Minister on two occasions to discuss financial matters related to the state.
In addition, he mentioned that opposition leader Jairam Thakur had also met central leaders regarding the issue. Kumar remarked that although photographs from those meetings were widely circulated, the details about how much financial support the state ultimately received remain unclear.
The comments highlight ongoing discussions between the state and central governments regarding financial allocations and disaster relief support.
Appointment Comes Ahead of Political Activity
The recent reshuffle of Governors across several states has taken place at a time when political activity is increasing in different parts of the country.
Administrative changes involving constitutional posts such as Governors and Lieutenant Governors are typically carried out by the President and often coincide with broader governance decisions at the national level.
In Himachal Pradesh, attention will now shift to when Kavinder Gupta formally assumes office and how the state government and the Raj Bhavan work together in the coming months.
