Governance – Himachal Pradesh Orders Major Administrative Reshuffle Across Departments

Governance – The Himachal Pradesh government has carried out a wide-ranging reshuffle in its administrative machinery, issuing immediate transfer and posting orders for several officers across the IAS, IFS, and HPAS cadres. The move, officials said, is aimed at improving coordination, enhancing efficiency, and strengthening governance across the state.

Key Changes in IAS Appointments

The Department of Personnel confirmed that the changes were implemented following recommendations made by the Civil Services Board. Among the prominent appointments, Sandeep Kumar, a 2010-batch IAS officer, has been assigned the role of Divisional Commissioner for the Kangra Division, headquartered in Dharamshala. He had previously been handling the responsibilities of Settlement Officer while also managing additional duties linked to the same post.

Duni Chand Rana, a 2014-batch officer currently serving in the Revenue and Disaster Management department, will continue to manage multiple portfolios. His responsibilities extend to Environment, Science and Technology, along with leadership roles in state-run agro-related institutions, including HPMC.

Ram Kumar Gautam, also from the 2014 batch, has been given charge as Director of Food, Civil Supplies and Consumer Affairs in Shimla. In addition, he will oversee operations as Managing Director of the State Agriculture Marketing Board. With this change, Hemis Negi has been relieved of his additional responsibilities.

Expanded Roles for Mid-Level Officers

Further adjustments include Kumud Singh, a 2015-batch IAS officer, who will now handle responsibilities within the Food, Civil Supplies and Consumer Affairs department. Meanwhile, Vinay Singh from the same batch has been appointed Managing Director of the State Cooperative Bank in Shimla, alongside additional roles in agriculture-related corporations.

Among younger officers, Manesh Kumar from the 2018 batch has been moved to Shimla Division as Settlement Officer. Akshey Sood, a 2020-batch officer, will take on a similar role in the Kangra Division at Dharamshala.

Dwij Goel, one of the newest entrants from the 2023 batch, has been posted as Sub Divisional Officer (Civil) in Paonta Sahib, located in Sirmaur district.

IFS Cadre Sees Strategic Assignments

In the forest services cadre, Pushpendra Rana, a senior officer from the 1999 batch, has been appointed Director of Environment, Science and Technology. Along with this, he will also hold additional responsibilities related to disaster management and serve as Member Secretary of the State Council for Science, Technology and Environment.

HPAS Officers Receive New Postings

The state government has also made several changes within the Himachal Pradesh Administrative Service. Shawan Kumar has been posted as Executive Director of the State Civil Supplies Corporation in Shimla.

Raman Gharsangi will take charge as General Manager (Personnel) in the Dharamshala-based Special Purpose Vehicle, while Manmohan Singh has been assigned duties as Assistant Commissioner to the Deputy Commissioner in Chamba.

Krishan Kumar Sharma has been appointed Sub Divisional Officer (Civil) in Sarkaghat, and Gunjeet Singh Cheema will serve in a similar capacity in Manali. Raman Kumar Sharma has been transferred to Kafota in Sirmaur district for the same role.

Akanksha Sharma has been given responsibility as Land Acquisition Officer for the Parvati Project in Kullu, a key infrastructure initiative in the region. Additionally, Rajinder Kumar Gautam has been appointed Joint Director in the Digital Technologies and Governance department in Shimla.

Objective Behind the Reshuffle

Officials indicated that the restructuring exercise is part of a broader effort to streamline administrative functions and improve service delivery across departments. By reallocating responsibilities and placing officers in roles aligned with their experience, the government aims to ensure more effective implementation of policies at both district and state levels.

The reshuffle reflects a continued focus on governance reforms, with an emphasis on accountability and responsiveness within the administrative framework.
