FinanceBudget – Delhi Unveils ₹1.03 Lakh Crore Plan for 2026–27 Growth

FinanceBudget – Delhi Chief Minister and Finance Minister Rekha Gupta on Tuesday presented the city’s Budget for the financial year 2026–27, outlining a total expenditure of approximately ₹1,03,700 crore. She stated that the capital is witnessing accelerated development under what she described as a “triple engine” governance framework.

Focus on Sustainable and Green Development

Calling it a “green budget,” Gupta emphasized that Delhi is currently undergoing a significant transformation phase. She noted that earlier fiscal challenges, including a period of declining revenue between 2018 and 2020, had impacted growth, partly due to a reliance on subsidy-driven policies. The new budget, she said, aims to prioritize sustainability and long-term development.

The government has projected tax revenue at ₹74,000 crore for the upcoming financial year. Additionally, ₹11,666 crore has been allocated to the Municipal Corporation of Delhi to strengthen civic administration and local services.

Infrastructure and Connectivity Get Major Boost

A substantial portion of the budget focuses on improving infrastructure. The Public Works Department has been allocated ₹5,921 crore, while ₹7,887 crore has been set aside for urban development and housing-related projects. Gupta highlighted that the government’s goal is to ensure safer roads, improved connectivity, and environmentally friendly transport corridors.

The power sector will receive ₹3,942 crore, with an additional ₹200 crore earmarked for the removal of overhead electrical wiring, a move aimed at enhancing safety and improving the city’s visual landscape.

Development Push for Key Areas

Special attention has been given to underdeveloped regions. The trans-Yamuna area will receive ₹300 crore for infrastructure upgrades, while the Delhi Gram Vikas Board has been allocated ₹787 crore to support rural and semi-urban development within the capital.

To improve road conditions, ₹1,352 crore has been designated for creating dust-free roads, including the complete resurfacing of 750 kilometers of roads across Delhi. The government also announced ₹160 crore for the development of industrial zones, marking the first dedicated funding for non-conforming industrial areas.

Drainage, Local Projects and Urban Expansion

The budget includes ₹454 crore for the improvement of the Najafgarh drain, aimed at addressing long-standing drainage and flooding issues. Another ₹350 crore has been allocated for the MLA Local Area Development Scheme, enabling legislators to fund small-scale projects in their constituencies.

In terms of transport infrastructure, ₹151 crore has been set aside this year to extend the Modi Mill flyover up to the Kalkaji and Savitri Cinema intersection. The total cost of this project is estimated at ₹371 crore.

Strengthening Civic Infrastructure and Safety

The government also plans to construct an integrated secretariat along with residential facilities for employees, aiming to streamline administrative functions.

Highlighting the need for better emergency response systems, Gupta referred to recent fire incidents in congested areas such as Palam. She announced ₹674 crore to upgrade firefighting infrastructure, noting that narrow lanes and densely populated unauthorized colonies often hinder emergency operations.

Water Supply and Sewage Management

Addressing water-related challenges, the budget allocates ₹9,000 crore to the Delhi Jal Board for improving water supply and sewage systems. Gupta stressed that the government aims to eliminate the need for residents to rely on water tankers.

An additional ₹475 crore has been earmarked for the Chandrawal water treatment plant, which is expected to enhance water availability across several parts of the city.

Economic Indicators and Outlook

Gupta also pointed out that Delhi continues to rank among the top states in terms of per capita income, placing third nationally. She expressed confidence that the proposed budget will support steady economic growth while addressing critical infrastructure and service gaps.

The 2026–27 budget reflects a balanced approach, combining fiscal discipline with targeted investments in infrastructure, sustainability, and public services, as the government seeks to position Delhi for long-term progress.
