Ahead of the announcement, Shah indicated that there is a growing demand for political change in West Bengal. He stated that the people of the state are looking for an alternative after years under the current administration. Alongside the manifesto launch in Kolkata, he also outlined plans to address public gatherings in Debra, located in West Medinipur, followed by a roadshow in Kharagpur.
The BJP has positioned its campaign around a combination of governance critique and promises of development. Party leaders have consistently highlighted concerns such as unemployment, governance challenges, and alleged corruption, while projecting their manifesto as a roadmap for economic and social progress.

The process involved a structured outreach campaign titled “Bikosito Paschim Banga Sankalp Patra – Paramarsha Sangraha Abhiyan.” Through this initiative, party workers engaged directly with residents across the state, collecting feedback at the grassroots level.
Workers visited households and local communities to understand concerns and expectations, aiming to incorporate public input into the manifesto. The party has described this approach as an effort to build a participatory framework, treating the document as a reflection of people’s aspirations rather than a traditional political declaration.

Citizens were encouraged to share suggestions through multiple channels, including phone calls, emails, QR code submissions, and dedicated collection boxes placed across districts. The campaign also included online discussions with members of the Bengali diaspora, as well as consultations with professionals, farmers, and fishermen.
Party leaders claim that more than 800,000 suggestions were received during this exercise, indicating broad participation. These inputs, according to the BJP, have played a significant role in shaping the final manifesto.

State BJP leaders have stressed that the manifesto is intended to address a wide range of issues, including education, employment, healthcare, women’s empowerment, infrastructure, and governance. They have also underlined that the process was open to all citizens, regardless of political affiliation, with the aim of creating a shared vision for the state’s future.
The party has framed the document as a commitment to transparency, job creation, and economic growth, while also focusing on bringing back migrant workers and creating local opportunities.

West Bengal’s 294-member legislative assembly will go to the polls in two phases on April 23 and April 29, with vote counting scheduled for May 4. The election is expected to be closely contested, with major parties intensifying their campaigns in the final weeks.
