Elections – BJP Sharpens Focus on Upper Assam Ahead of Polls

Elections – As Assam prepares for the April 9 Assembly elections, political attention has increasingly shifted toward Upper Assam, a region seen as crucial in determining the state’s next government. With 27 constituencies out of the total 126, this belt has historically played a decisive role in shaping electoral outcomes.

Upper Assam Remains Key Electoral Battleground

Upper Assam, covering districts such as Golaghat, Jorhat, Majuli, Sivasagar, Charaideo, Dibrugarh, and Tinsukia, has long influenced the formation of governments in the state. Political observers note a consistent trend: the party or alliance securing the majority of seats in this region often goes on to form the government.

The Congress once maintained a strong hold here during its tenure under former Chief Minister Tarun Gogoi from 2001 to 2016. However, the emergence of the BJP significantly altered this landscape. By gaining ground in tea-producing areas and building grassroots support, the BJP secured victories in both 2016 and 2021 Assembly elections.

Impact of 2024 Lok Sabha Elections

The BJP’s renewed focus on Upper Assam can be traced back to developments during the 2024 Lok Sabha elections. While the party maintained a strong presence overall, the Congress received a boost when Gaurav Gogoi won the Jorhat parliamentary seat, defeating BJP candidate Topon Gogoi.

This result was viewed as a warning sign for the ruling party. The Jorhat constituency includes 10 Assembly segments spanning multiple districts in Upper Assam, an area with a significant population of Ahom and Adivasi (Tea Tribe) voters. The outcome indicated a potential shift in voter sentiment that the BJP could not ignore.

Targeted Outreach to Key Communities

In response, the BJP-led state government intensified its engagement with influential communities in the region. Several initiatives were introduced to address long-standing concerns of tea garden workers and the Ahom community.

Among the major steps was the decision to grant land ownership rights to tea workers, marking a significant move in Assam’s tea industry history. The government announced that more than 3.33 lakh families would benefit from this initiative.

Additionally, daily wages for tea workers were increased by ₹30 starting April 1. Infrastructure improvements were also prioritized, including the construction of 100 new high schools in tea garden areas. Financial assistance of ₹5,000 was provided under a state welfare scheme aimed at supporting tea worker families.

Cultural Recognition and Political Messaging

Efforts were also made to highlight cultural heritage. The inclusion of the Charaideo Moidams, burial mounds of the Ahom dynasty, in the UNESCO World Heritage list was projected as a significant achievement.

Meanwhile, demands for Scheduled Tribe (ST) status for several communities, including the Ahom and Tea Tribes, have gained attention. A state-appointed panel has already submitted its recommendations to the Centre, signaling ongoing political engagement with these groups.

Congress Pins Hopes on Leadership and Alliances

On the other side, the Congress is banking on Gaurav Gogoi’s leadership and public image to regain lost ground. His recent electoral success has provided momentum to a party that had struggled in previous years.

However, political tensions have also escalated. The BJP leadership, including Chief Minister Himanta Biswa Sarma, has launched sharp criticisms against Gogoi, particularly over his past international engagements. Gogoi has rejected these allegations, stating that no evidence has been presented.

Some analysts believe that such attacks may not resonate well with sections of the Ahom community, potentially influencing voter perception.

United Opposition Poses Challenge

The BJP is also facing a more coordinated Opposition this time. Six parties — Congress, Raijor Dal, Assam Jatiya Parishad, CPI(M), CPI(ML), and the All Party Hill Leaders Conference — have formed an alliance with a seat-sharing arrangement.

Notably, several prominent leaders of this alliance, including Gaurav Gogoi, Akhil Gogoi, and Lurinjyoti Gogoi, come from Upper Assam, further intensifying the political contest in the region.

With both the ruling party and the Opposition focusing heavily on Upper Assam, the region is once again expected to play a defining role in determining Assam’s political future.
