His formal political journey began at the local governance level. In 1953, Bheemanna Khandre became the first elected president of the Bhalki Municipal Council. He served as president of the Bidar Cooperative Sugar Factory in Hallikheda and the Mahatma Gandhi Sugar Factory in Huni. His involvement in the implementation of the Naranja and Karanja irrigation projects significantly boosted agricultural productivity and improved water availability, transforming the livelihoods of countless farmers.
