Rubio : presents the US’s three-phase plan for Venezuela, which excludes early elections

“The first phase is focused on preventing chaos after Nicolas Maduro’s removal,” Rubio told reporters. He said that Washington’s implementation of sanctions and naval quarantine over Venezuelan oil shipments were essential to that endeavor.”The first step is to stabilize the country,” Rubio said, adding that the US currently feels it has the most power over Venezuela’s interim government.

Reopening Venezuela’s economy to American, Western, and other authorized businesses will be the focus of the second phase, recovery. According to Rubio, this stage entails fixing the electrical system, rehabilitating infrastructure, and fostering economic expansion.

Reconciliation initiatives, including as the return of Venezuelans who have left the country and the release or amnesty of opposition leaders, will also be a component of recovery, he added.

According to him, the nation won’t begin a political transition until the third stage.
