The ceremony took place a day earlier in South Hwanghae Province, where Kim personally turned the first soil to commemorate the beginning of construction. State media characterized the Unnyul County project as the opening phase of this year’s regional construction drive. KCNA quoted Kim as saying that once these projects are completed, nearly one-third of North Korea’s cities and counties will have undergone significant transformation under the policy. Kim described the regional development drive as evidence of the government’s determination to improve living conditions across the country in a broad and coordinated way.
