International norms AI: Protecting social life and vital infrastructure from terrorism is crucial as everything becomes digital, and India is dedicated to creating international norms to counter the risks, according to Permanent Representative P. Harish of India.

At a seminar on “Building Operational Capacities to Use AI in Counter-Terrorism” sponsored by India, he said on Wednesday (local time) that “the dangers of deep fakes, cybersecurity threats, data thefts, and malicious applications of high-risk AI get serious as technology develops further.”

thus, “neutralising cyber vulnerabilities and disrupting terror threats has become a prime necessity” , he said.

He said, “It is crucial to further strengthen the capabilities of law enforcement and security agencies in using AI tools.”

The conference with UN counter-terrorism forces, which was co-sponsored by India and the United Arab Emirates, included international specialists discussing strategies to combat growing dangers from AI, such as deepfakes and drones.

According to Harish, the UAE and India have been leading the charge to establish international norms to address the risks.

During its 2022 visit to India, the Security Council’s Counter-Terrorism Committee (CTC) endorsed the Delhi Declaration on counterterrorism, which UAE Permanent Representative Mohamed Abushahab brought to light.

According to him, India’s proclamation “marked a significant commitment to address the threats posed by new and emerging technologies in counter-terrorism.”

The proclamation demanded that new and developing technology, including as drones, information communications technologies, and new payment methods, be used to combat terrorism on a global scale.

According to Abushahab, the CTC adopted the Abu Dhabi Guiding Principles the next year, which addressed terrorists’ use of drones.

Alexandre Zouev, the acting under-secretary-general for counterterrorism, said that law enforcement organizations were using artificial intelligence (AI) to combat terrorism and provided examples.

“Investigators now use AI-assisted tools to process digital evidence at unprecedented speed,” he said.

According to him, “national cybersecurity authorities deploy AI to detect anomalies in real time to prevent and mitigate cyber attacks” and “identify patterns early enough to proactively intervene” via analysis utilizing AI.

He issued a warning about terrorist organizations attempting to enlist young individuals with experience in AI.

“The worst of my nightmares is that many terrorist groups attract the best minds, best minds from their universities, from their networks” .

He said that in order to get them to work in various counterterrorism domains, proactive measures were required.

The “younger generation (that) lives in these games” might be recruited or radicalized by terrorists via online games, according to Mohamed Al Kuwaiti, the director of cybersecurity for the United Arab Emirates.

Terrorists target young people with adventure games like Grand Theft Auto, Call of Duty, Red Redemption, and Black Ops.

He said that in order to eliminate individuals who presented this threat, the UAE reached a deal with Roblox, a well-known gaming site.
