Major consulting firms, often referred to as the Big Four, have become deeply embedded in various government assignments. Their responsibilities now extend beyond advisory roles to drafting policy documents, structuring tenders, managing bidding processes, and even supervising project execution in some cases. Officials note that these firms are sometimes functioning as full-cycle operators, while government bodies primarily handle approvals and release significant funds.
This growing reliance has sparked concerns among policymakers and insiders. Questions are being raised about whether essential administrative functions are gradually shifting away from state institutions. The Cabinet Secretariat is said to be reviewing the trend, focusing not just on financial implications but also on long-term institutional capacity and accountability gaps.
Political Signals Around Women’s Reservation
In the political sphere, discussions are intensifying around the implementation of the Women’s Reservation Act, 2023. The Bharatiya Janata Party is reportedly working to build consensus for parliamentary amendments, while also exploring symbolic gestures to reinforce its commitment.
One possibility under informal discussion involves projecting a woman leader as a chief ministerial candidate in Bihar. The state already has a history of women’s reservation at the panchayat level under previous NDA governance. A recent administrative circular from the Central Public Works Department has drawn attention for setting spending limits on official accessories such as briefcases, bags, and purses. Though routine in nature, the directive has generated light discussion within bureaucratic circles.
According to the guidelines, senior officials such as the Director General can spend up to 10,000 rupees plus applicable taxes on an official bag. Other ranks have lower limits, with Additional Directors General and Deputy Directors General capped at 8,000 and 6,500 rupees respectively. Mid-level officers are restricted to amounts between 3,500 and 5,000 rupees.
The rules also specify that reimbursement claims must include valid billing details, including the vendor’s name, address, and GST registration. Importantly, such purchases are permitted only once every three years, ensuring controlled expenditure from public funds.
Busy Diplomatic Calendar Continues
India’s diplomatic engagements show no signs of slowing down in the coming months. After a particularly active March and April influenced by developments in West Asia, May is expected to remain equally eventful.
There are indications that Prime Minister Narendra Modi may attend a France-Africa summit in Kenya, following an invitation from French President Emmanuel Macron. Domestically, India is preparing to host meetings related to BRICS, with international participation expected.
Additionally, a visit by US Senator Marco Rubio has been confirmed for May, alongside a potential Quad foreign ministers’ meeting.
