The National Human Rights Commission has asked for an action taken report within seven days and has instructed the Dehradun authorities to look into the accusations.

The commission has requested that the director general of police and the chief secretary of Uttarakhand get copies of the case proceedings.

“Additionally, the authorities are directed to ensure safety of the students of North Eastern region in the entire state,” it continues.

On December 9, three young people reportedly assaulted Anjel Chakma, 24, a final-year MBA student at a private institution in Dehradun, with a knife and a bracelet. He spent 17 days in the hospital before passing away on December 26.

When his son attempted to protect his sibling, who the attackers referred to as “Chinese,” he was “brutally attacked,” according to his father, a BSF jawan now stationed in Tangjeng, Manipur.

The victim’s father phoned PTI to tell them that his son was insulted and dubbed “Chinese momo” by the attackers.

The father said that despite Anjel’s declaration that he “was also Indian, not Chinese,” they assaulted him with blunt items and knives.

The NHRC has notified the SSP and the district magistrate of Dehradun about the suspected racially motivated murder of a Tripuran student.

A bench of the NHRC, led by its member Priyank Kanoongo, has taken cognizance under section 12 of the Protection of Human Rights Act, 1993, according to the proceedings.

The student from the Tripura area was allegedly slain in a “racially motivated incident” while studying outside of his home state in Dehradun, according to the complaint.

He was “targeted with racial slurs and assaulted after asserting his identity as an Indian citizen,” the lawsuit claims, according to the proceedings.

“The incident has caused nationwide outrage and is stated to reflect deep-rooted racial discrimination against people from the North-East, failure of local authorities to prevent the violence, and lack of adequate protection mechanisms,” it continues.

A “serious violation” of the victim’s rights to equality, dignity, and life was stated by the complaint.

According to the proceedings, the complainant asked the NHRC to become involved in the case and asked for immediate action, accountability, and structural changes to stop hate crimes.

According to the NHRC, the complaint’s accusations seem to be breaches of the victim’s human rights.

“The Registry is directed to issue a notice to the DM and the SSP, Dehradun, Uttarakhand, with directions to get the allegations made in the complaint inquired into and to submit an action taken report within seven days for perusal of the Commission,” it reads.

Pushkar Singh Dhami, the chief minister of Uttarakhand, told the student’s father on Monday that the perpetrators will face severe punishment.

Cross-party leaders demanded all-encompassing measures to stop “hate crimes” against the residents of the northeastern states.
