HousingProjects – The Federal Government Employees Housing Authority’s residential schemes in Bhara Kahu remain behind schedule, raising concerns among allottees and members awaiting possession.

Both Green Enclave and Sky Gardens, two major housing projects initiated by the Federal Government Employees Housing Authority (FGEHA), have encountered significant setbacks over the years. The delays have affected hundreds of prospective homeowners who were expecting timely delivery of plots and infrastructure.

Sky Gardens Progress Slower Than Expected

Sky Gardens, launched under a joint venture model, was formalised through an agreement signed on October 11, 2019, between FGEHA and M/s Commoners Sky Gardens. The project operates under a land-sharing arrangement covering nearly 11,000 kanals in Mauza Kathar and Mengal, located in Murree district near Bhara Kahu.

According to official documents, construction progress has been gradual. Phase I has reached approximately 40 percent completion, while Phase II stands at around 42 percent. In Sector A, identified as the priority zone, development work has been finalised. Possession of 80 plots in this sector was handed over to allottees on July 3, 2025.

FGEHA records further indicate that Blocks G and D are expected to be ready for handover by March 2026, provided work continues without additional interruptions. However, the pace of development has remained a point of concern for members who anticipated faster progress.

Green Enclave-I Still Awaiting Completion

Green Enclave-I, originally introduced in 2009, has faced a more complicated journey. The project was stalled for an extended period due to legal disputes and disagreements between the government and the contractor. Although construction activities resumed after the resolution of some issues, the scheme has yet to reach completion.

Over the years, repeated interruptions have contributed to frustration among investors and applicants. Many allottees have been waiting for over a decade for the project to be fully developed, reflecting broader challenges in public-sector housing delivery.

Broader Challenges for FGEHA Projects

The delays in Bhara Kahu are not isolated cases. FGEHA, which functions under the Ministry of Housing and Works, has struggled to complete several housing and apartment projects within announced timelines.

Among the schemes facing setbacks are sectors F-14 and F-15, Lifestyle Afro Apartments, Park Road Housing Scheme, and Skyline Apartments in Chaklala. In addition, development activities in sectors F-12 and G-12 have yet to begin because the authority has not secured possession of the required land in those areas.

These recurring delays highlight administrative, legal, and land acquisition challenges that have slowed the progress of multiple residential developments managed by the authority.

Infrastructure Contracts Awarded for F-14 and F-15

In a recent development, FGEHA awarded infrastructure contracts valued at approximately Rs19 billion for sectors F-14 and F-15. Officials confirmed that the selected contractor has been mobilised, signalling the start of on-ground work in these long-pending sectors.

While this move has generated cautious optimism among stakeholders, consistent monitoring and timely execution will be critical to restoring confidence in the authority’s housing initiatives.

For now, members of Green Enclave and Sky Gardens continue to await clearer timelines and tangible progress. The completion of these projects remains closely watched, particularly as demand for organised housing in and around Islamabad continues to grow.
