H1B – A Democratic member of the US House of Representatives has introduced new legislation seeking to overturn a policy introduced by former President Donald Trump that imposed strict wage requirements and heavy fees on companies hiring foreign professionals through the H-1B visa programme.

Proposed Bill Seeks to Reverse 2025 Proclamation

Congresswoman Bonnie Watson Coleman unveiled the proposed legislation, called the Welcoming International Success Act, which aims to cancel a proclamation issued in September 2025. The order introduced significantly higher wage thresholds and placed a $100,000 fee on employers sponsoring workers under the H-1B visa programme.

According to Watson Coleman, the policy has made it increasingly difficult for US organizations to recruit highly qualified professionals from abroad. She argued that the restrictions have created financial and operational challenges for industries that depend on specialized talent.

Concerns Over Impact on Employers and Institutions

The congresswoman said many sectors across the country rely on skilled international workers to maintain innovation and essential services. She pointed out that universities, hospitals, research centers, and private companies often depend on the H-1B system to fill positions that require advanced expertise.

Watson Coleman criticized the proclamation, saying it introduced unnecessary hurdles for employers already facing talent shortages in several fields. She emphasized that the visa programme is intended to complement the domestic workforce rather than replace it.

In her view, the initiative plays an important role in connecting American industries with global talent, helping strengthen economic growth and technological development.

Role of the H-1B Programme in the US Workforce

The H-1B visa programme allows US employers to hire foreign professionals in occupations that require specialized knowledge. These jobs are commonly found in sectors such as information technology, engineering, healthcare, scientific research, and higher education.

Companies and institutions often turn to the programme when they cannot find enough qualified workers within the domestic labor market. Over the years, the visa category has become an important pathway for skilled professionals to work in the United States.

Supporters of the newly proposed bill argue that significantly increasing wage requirements and adding large sponsorship fees has discouraged organizations from hiring international experts. Healthcare Workforce Shortages Raise Additional Concerns

Watson Coleman also highlighted potential consequences for the healthcare sector, which she believes is already facing growing staffing challenges.

She noted that a combination of factors—including an aging workforce, burnout among healthcare professionals following the COVID-19 pandemic, tighter immigration rules, and recent federal student loan limitations affecting nursing education—could intensify workforce shortages in the coming years.

The proposed legislation, she said, would help ease pressure on hospitals and medical institutions by allowing them to recruit qualified healthcare professionals from abroad when needed.

Support From Democratic Lawmakers

Several Democratic members of the House of Representatives have joined the effort as co-sponsors of the bill. Lawmakers supporting the proposal include Representatives Yvette D. Clarke from New York, Lois Frankel of Florida, Seth Moulton from Massachusetts, and Henry C. “Hank” Johnson of Georgia.

The group argues that updating immigration rules for skilled workers is necessary to ensure that the United States remains competitive in global innovation and research.

Importance of the Programme for Indian Professionals

The H-1B visa programme has long been closely followed in India because Indian nationals make up the largest share of visa holders each year. Many work in the technology sector, contributing to major companies, research initiatives, and startup ecosystems across the United States.

As a result, any changes to H-1B policies often attract significant attention among Indian professionals, students considering careers abroad, and the Indian diaspora living in the US.
