Proposed Bill Seeks to Reverse 2025 Proclamation
Congresswoman Bonnie Watson Coleman unveiled the proposed legislation, called the Welcoming International Success Act, which aims to cancel a proclamation issued in September 2025. The order introduced significantly higher wage thresholds and placed a $100,000 fee on employers sponsoring workers under the H-1B visa programme.
According to Watson Coleman, the policy has made it increasingly difficult for US organizations to recruit highly qualified professionals from abroad. She argued that the restrictions have created financial and operational challenges for industries that depend on specialized talent.
Concerns Over Impact on Employers and Institutions
The congresswoman said many sectors across the country rely on skilled international workers to maintain innovation and essential services. She pointed out that universities, hospitals, research centers, and private companies often depend on the H-1B system to fill positions that require advanced expertise.

The group argues that updating immigration rules for skilled workers is necessary to ensure that the United States remains competitive in global innovation and research.
