PoliceArrest – A senior Indian Police Service officer of the Bihar cadre was taken into custody on Monday when a team from Andhra Pradesh Police arrived in Patna to execute an arrest warrant. M Sunil Nayak, a 2005-batch IPS officer, was detained from his official residence and later produced before a local court. Officials confirmed that he will be taken to Andhra Pradesh on transit remand for further legal proceedings.

Early Morning Operation at Official Residence

The visiting police team conducted a search at Nayak’s government accommodation located under the jurisdiction of Shastri Nagar police station. The operation began early in the day and lasted several hours. During the search, officers reportedly collected documents and other materials considered relevant to the investigation.

At present, Nayak is serving as Inspector General of Bihar Fire Services. Authorities maintained tight security around the residence during the action to prevent any disruption. Senior officers from the local administration, including the Central Superintendent of Police and the Secretariat Sub-Divisional Police Officer-2, supervised arrangements on the ground. Additional police personnel and Home Guard members were deployed in the area as a precautionary measure.

Case Linked to 2021 Arrest in Andhra Pradesh

The arrest stems from a case connected to an incident that occurred in 2021 in Narsapuram, located in Andhra Pradesh’s Guntur district. During that period, Nayak was posted as Deputy Inspector General in the Crime Investigation Department of Andhra Pradesh.

The controversy relates to the arrest of former Member of Parliament K Raghu Rama Krishna Raju. Allegations later surfaced claiming that the arrest had been carried out under Nayak’s direction and that the former MP was subjected to physical assault while in custody.

Following the incident, Raju lodged a complaint accusing Nayak of custodial torture. Based on the complaint, a case was registered under Section 307 of the Indian Penal Code, which pertains to attempt to murder. Legal proceedings in the matter have continued over the past several years.

Summons and Bail Cancellation

Sources familiar with the investigation said that Andhra Pradesh Police had issued multiple notices asking Nayak to appear for questioning in connection with the case. However, he reportedly did not present himself before investigators.

Subsequently, a court order led to the formal registration of the case. After developments in the proceedings, Nayak’s bail was cancelled, prompting the Andhra Pradesh Police team to travel to Patna to carry out the arrest.

Officials stated that all procedures were conducted in accordance with legal requirements. After being produced before a court in Patna, Nayak was granted transit remand, allowing authorities to take him to Andhra Pradesh for further questioning and court appearances related to the case.

Career Background and Return to Bihar

M Sunil Kumar Nayak had been serving on inter-state deputation in Andhra Pradesh since 2019. During his tenure there, he worked for approximately three years in senior positions within the state’s police establishment.

In 2024, following a change in government in Andhra Pradesh, he returned to his parent cadre in Bihar. He was subsequently appointed as Inspector General of Bihar Fire Services, a position he was holding at the time of his arrest.

Reaction in Administrative Circles

The development has drawn significant attention within bureaucratic and police circles in Bihar. Senior officials refrained from making detailed comments, stating that the matter is sub judice and will proceed through the legal process.

Legal experts note that the case highlights the complexities involved in inter-state investigations, particularly when senior officials are under scrutiny. As the matter moves forward in court, further details are expected to emerge through formal proceedings.
