Parliament – Lok Sabha Speaker Om Birla reached Patna on Saturday to participate in the Foundation Day programme of the Bihar Legislative Assembly, marking another significant moment for the state’s parliamentary traditions.

Address Focused on Democratic Strengthening
During the event, Birla is scheduled to address members of the Bihar Legislature at the Central Hall. His speech will centre on the theme “Empowered Legislators, Stronger Democracy,” reflecting ongoing discussions around improving legislative effectiveness and accountability.
The Foundation Day programme is seen as an opportunity to review the functioning of democratic institutions at the state level and to reaffirm the role of elected representatives in policymaking and governance. Lawmakers from across party lines are expected to attend the session, underscoring the importance of institutional dialogue.
As part of the ceremony, the Lok Sabha Speaker will also inaugurate the NeVA Digital House at the Bihar Legislature. The NeVA (National e-Vidhan Application) initiative is aimed at digitising legislative processes, reducing paperwork, and enabling smoother functioning of assembly proceedings. Officials believe the move will enhance transparency and efficiency in legislative operations.
Senior Leaders Join the Ceremony
The programme has drawn participation from key political figures. Chief Minister Nitish Kumar is scheduled to attend the event along with Union Parliamentary Affairs Minister Kiren Rijiju and Rajya Sabha Deputy Chairman Harivansh.
Deputy Chief Ministers Samrat Choudhary and Vijay Kumar Sinha will also be present, along with members of the state cabinet and legislators from different political parties. Their presence reflects the bipartisan importance attached to the Assembly’s Foundation Day celebrations.
The Bihar Legislative Assembly, established in 1937, has played a central role in shaping governance in the state. Over the decades, it has witnessed major legislative developments and political transitions, making the annual Foundation Day event a moment for reflection on its evolving role.
Rijiju Criticises Rahul Gandhi
Separately, Union Minister Kiren Rijiju addressed reporters in Patna and took aim at Congress leader Rahul Gandhi. Speaking to the media, Rijiju claimed that the public would not place its trust in Gandhi, alleging that the Congress party had weakened the country during its decades in power.
He argued that the political landscape has changed significantly and maintained that the Congress would not return to office at the national level. Rijiju further stated that Gandhi makes statements intended to remain in the spotlight rather than contribute meaningfully to public discourse.
The minister also highlighted what he described as India’s progress under Prime Minister Narendra Modi’s leadership. According to him, the country has witnessed notable development across sectors in recent years.
Congress leaders have previously rejected similar criticisms, asserting that their party remains committed to democratic values and inclusive growth. The exchange of remarks comes amid continued political debate ahead of upcoming electoral contests.

The inauguration of the NeVA Digital House is expected to be a key highlight of the Foundation Day celebrations. The digital platform aims to modernise legislative functioning by providing paperless access to bills, questions, and proceedings.
Officials say the transition to digital systems can improve record-keeping and streamline communication between lawmakers and administrative departments. Several state assemblies across India have already adopted similar systems as part of a broader push toward e-governance.
