Nitish Kumar: Three New Departments, Including Civil Aviation, Are Created; Nitish Cabinet Approves 5% DA Increase
Nitish Kumar: On Tuesday, the cabinet of the Nitish administration met for the second time and cleared 19 agenda items. The Dearness Allowance (DA) for government workers has been raised by 5% by the cabinet. This increase will take effect on July 1st, 2025. A compassionate appointment for Mohd Imdad Raza, the son of BSF Sub-Inspector Mohd Imtiaz, who was slain during Operation Sindoor, was also accepted by the government.

Establishment of New Departments
Three new departments were approved by the cabinet: the Department of Civil Aviation, the Department of Higher Education, and the Department of Youth, Employment, and Skills. These will be joined by the establishment of a Marketing Promotion Corporation and a Directorate of Small and Medium Enterprises.
Pay Scale and Financial Agreement Revisions
Beginning July 1, 2025, DA will be paid at a rate of 257 percent, up from 252 percent, to state government workers, retirees, and family pensioners who earn wages and pensions under the Sixth Central Pay Scale. The rate will rise from 466 percent to 474 percent for those under the Fifth Pay Scale. A Memorandum of Understanding (MoU) with the National Investment and Infrastructure Fund Limited (NIIF) to support a number of state projects was also approved by the cabinet.
Put Youth and Skill Development First
Under the Student Skill Development Program, investor awareness and training initiatives will be conducted via offline seminars and online webinars to empower Bihar’s young. The National Stock Exchange of India will sign a Memorandum of Understanding to carry out a “Student Skilling Program.” It is anticipated that this program will help businesspeople, recipients, and students equally.
Students and young people are given particular attention by the Nitish administration. To promote youth’s holistic development, maximize work possibilities, and improve their skills, the Department of Youth, work, and Skill Development was established. The purpose of the Higher Education Department is to raise the standard of higher education. In a similar vein, the Civil Aviation Directorate is being separated to create a distinct Civil Aviation Department in order to increase civil aviation opportunities and optimize air traffic.
