Bihar: 51 IAS officers are transferred as part of Nitish Kumar’s significant administrative overhaul of Bihar’s bureaucracy
Bihar: Chief Minister Nitish Kumar has started a significant revamp of Bihar’s administrative apparatus, indicating a dramatic change in government style since assuming office. The state administration moved 35 IAS officials on Friday, a blatant sign that “business as usual” will not continue. This comes after a major reorganization on December 8, which brought the total number of reassigned officials to 51 within a few days of the government’s establishment.

An “Administrative Reset” in Strategy.
This rush of transfers is seen by some as a deliberate reorganization of power centers rather than just a usual activity. The government has made it clear that the main requirements for administrative assignments are now performance, trust, and delivery. Several top officials’ responsibilities have been restructured, and vital ministries and sensitive areas have been given to officers who possess the trust of the government.
Important Secretariat Priorities and Appointments
The government’s “New Map of Priorities,” which emphasizes digital infrastructure, urban growth, and social justice, is reflected in the new appointments.
Social Justice: K Senthil Kumar has been assigned extra responsibility for the Scheduled Caste and Scheduled Tribe Welfare Department in order to bolster the social welfare agenda.
Metro and Digital Governance: In an effort to expedite technical changes, Abhay Kumar Singh was named Secretary of the Information Technology Department. In an effort to promote e-governance and smart city initiatives, he has also been given the position of Managing Director for Beltron and the Patna Metro Rail Corporation.
Urban Development: The position of Urban Development Secretary has been assigned to Sandeep Kumar R. Pudakalkatti. Additionally, he was given extra responsibility for the Patna Metro, which is anticipated to boost metro development and urban initiatives.
Mining and Revenue: The Mines and Geology Department has named DiveshSehra as its secretary. Additionally, he will be in charge of the Mineral Development Corporation and the Bihar State Mineral Corporation.
Planning and Development: The government’s intention to increase oversight of development plans is shown by the appointment of Mayank Warwade to the Planning and Development Department.
Put Districts and Law and Order First
At the district level, significant adjustments have also been made. To regions deemed critical in terms of law and order and border security, the government has sent a mix of young and seasoned cops.
Well-known administrative professionals have been given new positions, including Dr. Vidyanand Singh, Suharsh Bhagat, Aman Sameer, Tushar Singla, Priyanka Rani, and Niharika Chhavi. This deployment conveys the message that incompetence in ground-level management will not be accepted.
The Nitish government’s intention to overhaul the bureaucracy on three frontsādevelopment, law and order, and good governanceāis being openly expressed by this extensive reorganization. Now, the emphasis is on how well this administrative reform translates into real-world effects.
