RoadSafety – PWD Tightens Construction Rules After Fatal Janak Puri Mishap
RoadSafety – The death of a motorcyclist in Janak Puri has prompted the Public Works Department (PWD) to impose stricter safety requirements at construction and excavation sites across the national capital. The accident, reportedly linked to an unguarded stretch of road dug up by the Delhi Jal Board, has raised serious concerns about on-site safety management and accountability.

Fresh Safety Directive Issued
In response to the incident, the PWD released a detailed circular on Thursday outlining compulsory safety measures for all ongoing and upcoming construction activities. The document, titled “Mandatory Building Safety Measures During Construction Works – Prevention of Accidents and Fixing Accountability,” makes it clear that ensuring public safety must be the highest priority for every executing agency.
The department stated that any negligence in following prescribed safety norms during building or excavation work would not be tolerated. Officials warned that violations could lead to stringent legal consequences as well as departmental disciplinary action against those responsible.
Barricading Now Compulsory
A key provision in the new directive requires that every excavation site, particularly foundation-related digging, be properly secured with barricades. This applies not only to new projects but also to works currently underway.
According to the circular, construction agencies must ensure that dug-up portions of roads or footpaths are clearly demarcated and physically shielded to prevent accidental entry by pedestrians, cyclists, or motorists. Reflective markers, warning signs, and adequate lighting during night hours have also been emphasized as essential safeguards.
The Janak Puri incident underscored how exposed construction zones can pose severe risks, especially in busy residential and commercial areas where traffic movement remains heavy throughout the day.
Regular Inspections and Monitoring
To prevent similar accidents, the PWD has directed its field engineers and supervisory staff to conduct routine inspections of all work sites. Continuous monitoring has been made mandatory to ensure that contractors strictly adhere to safety protocols at every stage of the project.
Officials have been instructed to maintain records of inspections and immediately flag any lapse in compliance. In cases where violations are detected, corrective measures must be taken without delay. The department also indicated that responsibility for any mishap would be fixed after due examination, reinforcing the emphasis on accountability.
Focus on Accountability
Beyond physical safety arrangements, the circular highlights the importance of clearly identifying the agency and officials responsible for each project. Display boards at construction sites must mention the name of the contractor, the supervising engineer, and relevant contact details so that complaints can be promptly addressed.
By strengthening oversight and clarifying lines of responsibility, the department aims to reduce instances where safety norms are overlooked during road cutting or infrastructure upgrades.
Broader Public Safety Concerns
The tragic accident has once again drawn attention to the coordination required between civic agencies in Delhi, particularly when road digging and utility works overlap. With multiple departments often involved in infrastructure projects, ensuring that safety standards are uniformly followed remains a challenge.
Authorities believe that the latest directive will help establish uniform safety practices and minimize the risk of future incidents. For residents and daily commuters, the move signals a renewed focus on road safety and responsible project execution.
While investigations into the Janak Puri accident continue, the PWD’s decision to tighten regulations reflects an attempt to prevent further loss of life and restore public confidence in urban infrastructure management.
