Chief Secretaries of all States and Union Territories, senior officials, legislators, and subject matter experts will convene at the high-level conference, which is being organized by the Center, for in-depth discussions on important national development goals.

“Human Capital for Viksit Bharat” is this year’s conference’s main subject, according to the Prime Minister’s Office (PMO). The Prime Minister’s concept of cooperative federalism serves as the foundation for the event, which seeks to strengthen Center-State collaboration via organized and ongoing communication.

The conference “serves as the forum where Center and States collaborate, designing a unified roadmap to maximize India’s Human Capital potential and accelerate inclusive, future-ready growth,” according to the PMO. It further stated that the discussions aim to “position citizens as human capital by developing concrete strategies to strengthen education systems, advance skilling initiatives, and generate future-ready employment opportunities across the country” rather than just seeing India’s population as a demographic dividend.

The goal of the three-day meeting, which is scheduled for December 26–28, is to finalize a shared development agenda. Five key areas—early childhood education, schooling, skills, higher education, and sports and extracurricular activities—will get particular attention under the primary topic. There will be a thorough discussion of best practices and practical tactics for States and Union Territories.

AgriStack for Smart Supply Chain and Market Linkages; One State, One World Class Tourist Destination; Atmanirbhar Bharat & Swadeshi; Technology in Governance – Opportunities, Risks, and Mitigation; Deregulation in States; and Plans for a Post-LWE (Left Wing Extremism) Future are among the other six special sessions that are planned on important reform and growth-oriented topics.

The PMO further said that the government’s attention on cultural preservation and holistic healthcare would be highlighted by the targeted conversations that will take place over meals on topics such as Heritage & Manuscript Preservation and Digitization and Ayush for All – Integrating Knowledge in Primary Healthcare Delivery.

For the last four years, the National Conference of Chief Secretaries has been held every year. The first conference took place in June 2022 in Dharamshala, and subsequent sessions were held in New Delhi in January 2023, December 2023, and December 2024.

The conference, which is anticipated to be crucial in determining India’s growth path in the next years, will include senior officials from all States and Union Territories as well as subject matter specialists.
