Governance – Andhra Pradesh Chief Minister N. Chandrababu Naidu has strongly criticized the opposition YSR Congress Party (YSRCP), alleging that it has attempted to mislead job seekers regarding the Mega DSC teacher recruitment drive and create uncertainty over land ownership records. Addressing a public gathering, he said the state government remains committed to transparent governance and long-term reforms aimed at improving public services and protecting citizens’ rights.

Recruitment Drive and Employment Commitments

The Chief Minister stated that the government has successfully completed the recruitment of nearly 16,000 teachers through the Mega DSC initiative, describing it as a key step toward fulfilling promises made to unemployed youth. According to him, inaccurate claims surrounding recruitment procedures and reservation policies have been circulated for political reasons. He urged opposition leaders to issue an unconditional apology to job aspirants and the public for spreading what he called misleading information.

Major Push for Land Record Modernisation

Naidu also outlined the government’s plans to overhaul land administration across Andhra Pradesh. He announced that every farmer in the state is expected to receive a corrected and secure Pattadar Passbook by 2027. These new passbooks will include advanced security elements similar to those used in currency notes, along with QR code-based verification systems.

The Chief Minister said Andhra Pradesh has become the first state in the country to adopt a blockchain-enabled land records framework. Under the system, every land parcel receives a permanent blockchain identification number, making unauthorized alterations significantly more difficult.

Survey Work Progress Across Villages

Providing an update on implementation, Naidu said resurvey activities have already been completed in 6,688 villages. As part of the process, more than 26 lakh passbooks have been distributed to landowners. Surveys in another 10,357 villages are underway, after which over 67 lakh additional passbooks will be issued.

He further alleged that irregularities involving land administration occurred during the previous YSRCP government and claimed that actions taken by the coalition government are intended to restore confidence and transparency in property ownership records.

Reforms Introduced Under Resurvey 2.0

The Chief Minister noted that the coalition administration repealed the Land Titling Act, arguing that the move was necessary to safeguard ownership rights. He highlighted several initiatives introduced under the Resurvey 2.0 programme, including automatic mutation services for around nine lakh transactions, digitisation of older land records, and online tracking of mutation requests through WhatsApp-based services.

Support Measures for Farmers and Aquaculture Sector

During his address, Naidu praised farmers from the Godavari region for their contribution to food production and referred to them as a vital pillar of the nation’s agricultural strength. He also announced continued support for aquaculture farmers, including electricity at a subsidised rate of Rs 1.50 per unit.

The government is additionally working on measures to lower feed costs and encourage investment in food processing industries, with the aim of improving income opportunities for farming and aquaculture communities.

Welfare Programmes and Future Plans

Highlighting the government’s broader development agenda, Naidu said welfare schemes and infrastructure growth are progressing simultaneously. He referred to initiatives such as pension programmes, Talliki Vandhanam, Sthree Shakti, Annadata Sukhibhava, and support measures for auto-rickshaw drivers and fishermen.

On healthcare and public services, he announced that the Sanjeevani Digital Health Records programme will be expanded across the state by August 15. Plans are also in place to introduce electric APSRTC buses. In addition, the Yogandhra initiative, expected to involve nearly one crore participants, is scheduled for June 21. Naidu reiterated his vision of transforming Andhra Pradesh into a prosperous, healthy, and developed state by 2047.

Later, the Chief Minister visited exhibition stalls displaying value-added products including cocoa-based chocolates, coconut and palm oil products, vermicompost, and nutraceutical products developed from aquaculture waste. Several state ministers were also present during the event.
